1.1 Definitions

• TelAI means the HawkEyes Telegram monitoring and alerting platform, including the dashboard, ingestion, enrichment, risk scoring, and related services (the “Service”).
• HawkEyes means HawkEyes, an authorized dealer (עוסק מורשה) under Israeli law, operating TelAI.
• User means the individual or organization authorized to use a TelAI account.
• Connected Account means a Telegram user account linked to TelAI via API credentials and session material.
• Mission means a monitoring job configured by the User (location, radius, channels/groups, and related settings).
• Content means messages, metadata, dialogs, channel information, and other data retrieved from or about Connected Accounts and selected sources for a Mission.
• Alert means a scored, enriched, and/or translated item presented in TelAI.
• Processor means a third party that processes data as part of operating TelAI (for example a translation or geocoding provider).

1.2 Eligibility and authority

By using TelAI you represent that you have authority to act for yourself or your organization, authority to connect each Connected Account, and responsibility for the channels/groups you select and the purposes of monitoring. You are solely responsible for ensuring your use is lawful and authorized.

1.3 Beta service; Telegram independence

TelAI is provided as a Beta service, “as is” and “as available.” TelAI is not affiliated with, endorsed by, or operated by Telegram. You acknowledge that TelAI uses the Telegram API and that you must comply with Telegram’s terms and policies in addition to these Terms.

1.4 Acceptable and prohibited use

You may use TelAI only for lawful, authorized purposes. You must not:

• engage in unlawful surveillance, stalking, harassment, doxxing, or targeting of individuals;
• share TelAI credentials or Connected Account secrets with unauthorized persons;
• evade Telegram or TelAI access, rate, or security restrictions;
• use TelAI contrary to Telegram’s terms or applicable law;
• monitor private communications without lawful authority.

HawkEyes may suspend or terminate access for abuse, security risk, or legal risk.

1.5 User content and third-party rights

You remain responsible for having the rights and authority needed to submit, connect, and process Content. You grant HawkEyes only a limited license to process Content as needed to operate TelAI for Missions you configure (ingestion, enrichment, scoring, translation, presentation, support, and security). HawkEyes does not claim ownership of Telegram users’ messages. For complaints about Content, contact HawkEyes via hawk-eyes.io/#contact.

1.6 Administrative access

Authorized HawkEyes personnel may access TelAI accounts and operational data — including stored Telegram session material, mission configuration, Content processed for your Missions, Alerts, and operational logs — for customer assistance, security investigations, abuse prevention, and debugging. Access is intended to be occasional and purpose-limited, not continuous reading of all traffic. Product-improvement use of identifiable Telegram Content is limited to those operational contexts; broader product analytics use aggregated or de-identified data where practicable.

Provisional dashboard passwords issued by HawkEyes may be known to HawkEyes until you change them. After you complete the password-change process, HawkEyes will not intentionally retain plaintext dashboard passwords; dashboard passwords are stored as one-way password hashes. Telegram API credentials and Telethon session files are separate secrets and are not “hashed passwords.”

1.7 Credentials

You must change any provisional password on first login (and whenever HawkEyes resets your password). You are responsible for safeguarding your credentials and Connected Account secrets.

1.8 Intellectual property

TelAI software, user interface expression, documentation, graphics, text, and HawkEyes branding are protected by intellectual property and other applicable rights. Copyright protection applies to protected original expression and does not, by itself, give ownership of abstract ideas, methods, procedures, or systems. Other rights, including trade-secret, trademark, contractual, or patent rights, may apply. You must not copy, reverse engineer (except to the extent mandatory law permits), clone, or commercially exploit TelAI’s protected expression or confidential implementation details without prior written permission.

1.9 Disclaimer of warranties

To the maximum extent permitted by applicable law, HawkEyes disclaims warranties of merchantability, fitness for a particular purpose, non-infringement, uninterrupted availability, and accuracy of Alerts, translations, scores, geocoding, or other outputs.

1.10 Limitation of liability

To the maximum extent permitted by applicable law, HawkEyes is not liable for indirect, incidental, special, consequential, or punitive damages, or for loss of profits, data, goodwill, or business opportunity, arising from use of or inability to use TelAI. Nothing in these Terms excludes or limits liability that cannot be excluded or limited under Israeli law (including liability for intentional misconduct or other non-waivable rights).

1.11 Indemnity

You will indemnify and hold harmless HawkEyes from claims, losses, and expenses (including reasonable legal fees) arising from: your unlawful use of TelAI; unauthorized access to Telegram accounts; your violation of Telegram’s terms; infringement or third-party rights claims caused by Content you connect or submit; misuse of Alerts or exported data; or your violation of these Terms — except to the extent caused by HawkEyes’ willful misconduct.

1.12 Suspension and security incidents

HawkEyes may suspend the Service or an account to investigate security incidents, abuse, or legal risk, and may take reasonable steps to contain harm.

1.13 Termination and disconnection

HawkEyes or you may end access subject to account provisioning arrangements. On removal of a Connected Account or user account, HawkEyes will take steps to invalidate related sessions and stop new ingestion for that account, subject to the retention rules in the Privacy Notice.

1.14 Export controls and confidentiality

If you use TelAI in government, defense, or security contexts, you are solely responsible for complying with classification, export-control, secrecy, and confidentiality rules that apply to you and your data.

1.15 Governing law and versions

These Terms are governed by the laws of the State of Israel. Exclusive jurisdiction and venue for all disputes lie with the competent courts of the State of Israel. The English text of these Terms is the authoritative version of the agreement. Material changes may require re-acceptance of a new Terms version before continued use.

2.1 Who operates TelAI

2.2 Lawful bases

Where consent is required by applicable law, TelAI will request it in the manner required by that law. Other processing may be based on the necessity of providing the service, legitimate interests, legal obligations, or another lawful basis. Logging in or viewing this page does not, by itself, constitute valid consent for all processing. Content may include information about people who are not TelAI users and have not interacted with TelAI.

2.3 Roles by processing purpose

• Account, authentication, support, and security data: HawkEyes determines the purposes of this processing.
• Operating Missions and Alerts on Content from Connected Accounts: HawkEyes processes Content only to run Missions that you configure. HawkEyes does not independently decide which channels to monitor or the operational purposes of your Missions; it processes that Content on your instructions as needed to provide the Service.
• Aggregated or de-identified product metrics: HawkEyes determines purposes for improving TelAI where practicable without identifiable Content.

2.4 Consequences of refusing data

• Without account credentials, you cannot log in.
• Without Telegram phone/API credentials and a successful login, you cannot connect a Connected Account or ingest Content.
• Without Mission parameters (location/radius/channels as required), you cannot run Missions.
• Without accepting the Terms of Service, you cannot use the dashboard features.

2.5 Categories of data processed

Depending on how you use TelAI, HawkEyes may process:

• Account usernames; one-way password hashes; account status and expiry; password-change flags; Terms acceptance records (version and timestamp); privacy-notice acknowledgment timestamps;
• Telegram phone numbers, API ID/API hash, Telethon session files, dialog/channel/group IDs, titles, usernames, and dialog lists retrieved for the Connected Account;
• Message text, message IDs, timestamps, sender IDs, chat IDs/usernames, and URLs appearing in text, as retrieved to operate your Missions (media file blobs are not stored as a primary object);
• Mission locations (including place queries, latitude/longitude, radius) and geocoding results;
• Derived risk scores, named-entity results, English/Hebrew translations, Alert records, and local vector embeddings used to produce Alerts;
• Flask session cookies / session identifiers and UI language preference;
• Admin authentication credentials (hashed);
• Support communications you send to HawkEyes via the contact form.

HawkEyes does not collect IP addresses, browser/device fingerprints, failed-login logs, or dedicated administrator-access audit trails as part of TelAI.

2.6 Purposes

Data is processed to: provide and operate TelAI; authenticate users; run Missions you configure and generate Alerts; translate and score Content; provide customer assistance; investigate security and abuse; maintain the Service; comply with law; and improve the product (identifiable Content only in support/security/debug/abuse contexts as described in the Terms; otherwise aggregated/de-identified where practicable).

2.8 Recipients, subprocessors, and international transfers

Service data is hosted in Germany. In addition:

• Translation: Message text may be sent to online translation providers (including Google via third-party translation libraries and fallback translators). Processing may occur outside Israel and outside Germany.
• Geocoding: Place queries and coordinates may be sent to OpenStreetMap Nominatim or similar geocoding services.
• Hosting / infrastructure: Postgres, Redis, Qdrant, Vault, and application hosts store or process Service data on infrastructure operated for HawkEyes in Germany.
• Local machine learning: Named-entity recognition, embeddings, and risk scoring run in TelAI workers. Message text is processed by these local models for scoring; by default TelAI does not send Content to a third-party generative LLM for scoring.

2.9 Security

HawkEyes applies reasonable security measures appropriate to the nature of the Service. No method of transmission or storage is perfectly secure. Telegram session material and API secrets require heightened protection and are treated as sensitive credentials separate from dashboard password hashes.

2.10 Your rights

Under Israel’s Protection of Privacy Law you may have rights to access and correct personal data held about you in a database, subject to legal limitations. To exercise rights, disconnect a Connected Account, or request deletion where available, contact HawkEyes via https://www.hawk-eyes.io/#contact.

2.11 Telegram API notice

TelAI uses the Telegram API. You must ensure Connected Account holders and your organization understand that Telegram data is processed through TelAI’s ingestion and alerting functions for Missions you configure.

3.1 What TelAI does and does not see

TelAI does not operate as a network interceptor, man-in-the-middle system, or universal monitor of Telegram traffic. It processes only data made available to the Connected Account and retrieved by the configured TelAI ingestion and alerting functions for Missions you configure. Depending on the Connected Account’s permissions and your Mission configuration, this may include messages, metadata, or other content from selected channels, groups, or sources.

Authorized HawkEyes personnel may also access operational data as described in the Terms for support, security, abuse prevention, and debugging.

3.2 Third-party Telegram content

HawkEyes does not control, endorse, verify, or take responsibility for posts or other content on Telegram channels, groups, or accounts — including sources you connect that may appear in the TelAI interface. Such content is third-party speech. Any dispute about that content should be directed to the relevant Telegram parties or platforms, not treated as HawkEyes’ publication.

3.3 No intelligence or emergency guarantee

Alerts may be delayed, incomplete, false positive, or false negative. TelAI does not guarantee detection of any event, threat, or message. Outputs must not be treated as verified intelligence or as a basis for emergency response without independent human verification.

3.4 Relationship to Terms and Privacy Notice

This Operational Disclaimer explains product limitations. The Terms of Service govern contractual rights and obligations. The Privacy Notice explains personal-data processing. Together they form HawkEyes’ legal pages for TelAI Beta. These documents are governed by the laws of the State of Israel, and disputes are subject to the exclusive jurisdiction of the Israeli courts.
